The Ministry of Civil Affairs has announced the Key Tasks of the Ministry of Civil Affairs in Disclosure of Government Affairs in 2016, which mainly consists of five parts, i.e., strengthening disclosure with the key tasks of central reform as the core, promoting disclosure of administrative management and administrative services, carrying out disclosure of the arrangements for civil administrative operations and information related to government affair operation, broadening the range of participation in government affairs and strengthening interpretation of publicity information, and building a stronger foundation for disclosure of government affairs.

Key Tasks of the Ministry of Civil Affairs in Disclosure of Government Affairs in 2016

I. Strengthening disclosure with the key tasks of central reform as the core

(I) Carrying out disclosure of matters related to streamlining administration and delegating government power. We will disclose the list of reserved items in the matters for administrative examination and administrative approval by the Ministry of Civil Affairs and accept the supervision of the community; make sure to cancel and delegate administrative approvals, clean and standardize vocational qualifications, and transit the function of vocational level accreditation; and, disclose such information on the portal website and relevant subsites of the Ministry of Civil Affairs, so as to ensure the administrative approval and vocational qualification accreditation counterparts to understand the change of the subjects of administrative acts and make it easy for the public to supervise.

(II) Promoting announcement and disclosure of credit information. We will accelerate and promote the credit system building, draw up and implement the rules and standards for collection, organization, processing, storage and use of business credit information and the incentives/penalties for compliance/non-compliance, establish and complete the basic information and credit records that are formed when different governmental units are performing their duties pursuant to law, and perfect the mechanism for collection and sharing of the credit information. We will also actively use the CreditChina website (www.creditchina.gov.cn) and national credit information sharing and exchange platform to disclose and announce the credit information of relevant natural persons, legal persons and other organizations.

(III) Actively promoting the pilot spots for preparing the power lists. We will continue to carry out disclosure of the operations of the power lists of the Ministry of Civil Affairs on the internal network, strengthen daily monitoring of the disclosure, and promote the power to run in a standard way. According to the requirements in the Pilot Plan for Preparing Power and Responsibility Lists for Departments under the State Council, We will promote the pilot spots for preparing the power and responsibility lists for the Ministry of Civil Affairs, hence providing foundation for further promoting disclosure of its operations.

II. Promoting disclosure of administrative management and administrative services

(I) Carrying out disclosure of administrative approval and administrative penalty information. We will promote disclosure of the information about administrative examinations and approvals, strengthen disclosure of the information about the basis, conditions, procedures, numbers, periods, list of materials to be submitted and progress of administrative approvals; We will disclose the information about the illegal acts of national social organizations, the acts of illegally preparing detailed maps of the boundaries of the administrative regions of provincial level, and the administrative penalties imposed against the illegal acts of the elderly care establishments approved by the Ministry of Civil Affairs, actively disclose the name of the party against which the penalty is imposed, the important facts of the offense, and the type and basis of penalty, and timely respond to the issues that are concerned by the community. The administrative approval and administrative penalty information disclosed on the portal website of the Ministry of Civil Affairs should be synchronously pushed to the CreditChina website for disclosure.  

(II) Promoting the development of information inquiry system for the convenience of the masses. We will combine relevant business information resources based on the information systems that have already been built, such as the information systems for social organization management, disaster relief management, national subsistence assurance, elderly care services, national marriage registration, volunteer service, and national population library (under the Ministry of Civil Affairs), and also based on the information systems that have been approved to be built, such as the Golden People (Jin Min) Project Phase 1 and National Legal Persons Library Project (under the Ministry of Civil Affairs), and further complete the information inquiry system for the convenience of the masses on the basis of strengthening the applicability of the existing systems, so as to provide support to the natural persons, legal persons and other organizations in timely understanding and obtaining their own basic information, credit records and other information related to civil affairs.

(III) Perfecting the functions of the service hall for the convenience of the masses. We will further improve the ability and level of services in the service hall for the social organizations, streamline the process of administrative approval, establish service rules for administrative approvals, and shorten the time for handling matters that need administrative approval; We will keep detailing and completing the service guidance for the convenience of the masses to obtain and know relevant information; and, We will improve the inquiry service quality and promote the construction of online service platform, so that both online and offline services can be synchronized.

III. Carrying out disclosure of the arrangements for civil administrative operations and information related to government affair operation

(I) Strengthening disclosure with focus on civil administration work of the year. We will strengthen disclosure of the working plans and specific measures of the Ministry of Civil Affairs for carrying out and implementing the important decisions of the CPC Central Committee and the State Council, and should plan ahead, actively arrange and carry out publicity and information announcement work for securing basic livelihood, strengthening and creating social governance, supporting national defense and army building, and providing and strengthening social services, around the key points covered in the national working conference on civil affairs 2016 and the Key Tasks in Civil Affairs 2016.

(III) Fully promoting disclosure of the information of civil affairs. We will realize regular disclosure of the comprehensive information and data of civil affairs by periodically disclosing the statistical data in the monthly and quarterly report of the civil affairs and timely disclosing the text of relevant planning documents for developing the civil administration in the 13th Five-year Plan period; We will make sure to publish the basic data related to social assistance such as the supporting assistance, medical assistance and temporary assistance to those people living in subsistence or in extreme poverty, and such data mainly include the number, standards for security, level of assistance and funding expenditures for those targets or people who are living in subsistence or in extreme poverty or who need temporary assistance, the number and frequency of the people who have received medical assistance, and the expenditures of the funds for those people who have participated in the medical insurance scheme for employees and residents in the urban area, participated in the rural cooperatives and received assistance funds directly; we will strengthen our efforts in disclosing the information of social organizations, further completing the network for Chinese social organizations, and disclosing the information about setup, change, deregistration and annual inspection of social organizations; we will make sure to disclose the information about disaster situations and disease relief work, and periodically announce how the confirmed disasters and approved disaster relief work are going on nationwide and how the funds and materials for disease relief are appropriated and used; we will make sure to disclose the matters related to the adjustment of administrative divisions, naming and renaming of the places, and change of the boundary of administrative regions, and to promote the publicity on the second national census of geographical names; we will make sure to disclose the information about the subsidies for the growth of the elderly care service industry and the subsidies for the disabled persons, and strengthen the efforts in disclosing the information about how the policy is implemented for protection of the basic living conditions of the orphans and children infected with AIDS and the information about how the rehabilitation service pilot spots are set up for mental health in the community; and, we will make sure to disclose the information about the development of charities and timely and actively disclose the charity trust registration matters and inspection and evaluation result.

(III) Making sure to disclose the information about fiscal fund arrangement and public resources allocation. According to the time and format specified by the Ministry of Finance, we will disclose the information about the overall budgets and final accounts of our departments, disclose information about the development of the 13th Five-Year master plans and specific plans by the institutions of civil affairs, and accept the supervision by the society; we will put into practice the system for disclosure of the welfare lottery funds and disclose the total annual quota and use scale of the lottery funds of the ministry level and the information and result about the projects that are funded and executed with the lottery funds; and, we will strictly implement the system for government procurement, publish the information about tender and bid on the website of the Ministry of Civil Affairs and on designated media for publishing government procurement information, and timely announce the tender notice, tender winning notice and result of procurement, so as to promote the open, fair and equitable government procurement.  

IV. Broadening the range of participation in government affairs and strengthening interpretation of publicity information

(I) Increasing the forms of participation in government affairs for the masses. We will make full use of the online platforms such as Chinese government’s website (www.gov.cn) and the portal website of the Ministry of Civil Affairs (www.mca.gov.cn) to widely seek for opinions about the systems and arrangements closely related to the interests of the masses, and timely receive the suggestions and needs from the masses, in order to ensure the pertinence and effectiveness of the systems and arrangements; we will organize relevant people from the masses to participate in workshops and focus group discussions in our important research work, listen to the needs and voices of the masses, understand the difficulties and problems existing in the implementation of policies, and broaden the range of participation of the masses and increase the frequency of communication in the research by means of questionnaire and telephone interview, so as to make the research work deeper and broader; and, we will explore the possibility of establishing a system for providing seats for the principals from the mainstream media and new media in relevant important decision-making meetings according to the overall arrangement of the central government, realize the media’s synchronous supervision and publicity on important decisions, and expand the coverage and influence of the policy information.  

(II) Strengthening our efforts in publicizing and interpreting the policies on relevant business areas. In compliance with the Civil Affairs Policy-Making Program 2016, We will arrange for lectures for publicizing policies on holidays and festivals such as the Qingming Festival, Children’s Day, Army Day, National Day, Elderly’s Day, China Charity Day, International Social Workers’ Day, Disaster Prevention and Control Day, Family Day, Disabled Persons Supporting Day, Martyrs’ Memorial Day, World Mental Health Day, International Day for Eradication of Poverty, Law Publicity Day, and International Volunteers’ Day, organize third-party experts and scholars to explain and interpret policies and give comprehensive introduction to the background, specific key points and supporting measures of the policies, and fully increase the social awareness and recognition of the civil affairs policies by reporting the policies in better width, height and depth through a combination of ways, such as pushed message, case analysis, extension link, media’s viewpoint, expert’s comments and audience’s feedbacks.

(III) Strengthening our efforts for interlinked disclosure on multiple platforms. We will give full play to the portal website of the Ministry of Civil Affairs, attach importance to publishing information in a complete, accurate and timely manner, organize and summarize relevant information specific to the hot issues in the society and key issues in daily operations, standardize the process of online examination and approval of information, publish relevant topics and information to the public in various new ways and in good time, and ensure smooth channels to the Minister’s mailbox, inquiry message box, online mailbox for receiving complaints and the information disclosure and online application platform; we will make good and lively use of the microblog (Weibo) and WeChat (Weixin) for the government affairs, occupy a place in the client-end applications developed by mainstream news media, build a portal on the mobile internet for issuing news on civil affairs, support and promote the civil affairs newspapers and magazines to use the emerging media, speed up the newspaper-internet integration and magazine-internet integration, and provide support to the full disclosure of information; and, we will utilize the special channels and positions of different offices and departments under the Ministry, such as their websites, WeChat public accounts on social organization updates, WeChat public accounts on disaster control in China, and mobile phone newsletter on natural disasters, combine the resources that have the scale advantages, and promote the progress of information disclosure work through multiple channels and combined forces.

(IV) Promoting disclosure of government information through news release. We will continue to perfect our system for release of routine news, emergency news and daily news; we will actively participate in the activities for release of news on important topics, such as the policies briefing meeting by the State Council and the press conference by the State Council Information Office; we will notify the media journalists of our key working plans and progress on a periodical basis, coordinate and make arrangements for media journalists to participate in major events, important meetings and researches on new policy, and create conditions for media journalists to publicize and report on the civil administrative work; and, we will explore more forms for news publicity and release, make reasonable arrangements for leaders and cadres to take the lead in promoting policies and laws through different ways, such as writing the signed articles and participating in interview programs, and attach importance to playing the active roles of the specialized organizations, experts and scholars in interpreting the policies and explaining the questions.

V. Building a stronger foundation for disclosure of government affairs.

(I) Perfecting and completing systems and mechanisms. We will make sure to revise and complete relevant systems, rules and work processes of the Ministry of Civil Affairs with reference to the overall arrangements under the system of the State Council for disclosure of government affairs and information, and establish an institutionalized system to support both the policy (practice) of active disclosure and the policy (practice) of disclosure as per application, based on the method for disclosure of government affairs and information of the ministry level and the guidance for information disclosure, for the purpose of improving the internal management mechanism; we will strengthen the mechanism for regular meeting and discussion between the government affairs disclosure department, news and publicity department, legislative affairs department and operation department, realize disclosure in a more legal and professional way, and coordinate the work on disclosure of government affairs, website building, new media operation and maintenance as well as public sentiment monitoring; we will establish a mechanism for disclosure and evaluation of government affairs, quantify and detail the work for disclosure of civil and government affairs according to their characteristics, and include the evaluation details into the performance assessment system; and, we will improve the confidentiality and examination system and keep in confidence and under examination the government information to be disclosed pursuant to laws and regulations.

(II) Strengthening professional team building. We will organize and carry out training on disclosure of government affairs and government information within the national civil administration system, and, in light of the spirit of the Regulations on Disclosure of Government Information and relevant documents, invite the information disclosure office of the General Office of the State Council, Legislative Affairs Office of the State Council, and relevant court departments to give lessons from different aspects and on different parts of disclosure, so as to make the disclosure work by the civil administration departments more legalized and more professional; we will gather experiences, practices and typical cases on the disclosure of information within the national civil administration system, and strengthen sharing and exchanges on the work in different places through circulation of special issue prints and shared information via internet, thus giving full play to the leading and exemplary role and raise the overall level of the civil administration system in information disclosure; and, we will conduct comment and analysis on the cases of information disclosure on a periodic basis, choose the cases that are typical and of guidance significance for study, analysis and summary of experiences, and keep improving the professionalism and ability of the information disclosure personnel to handle complicated issues.

(III) Accelerating historic archive digitization work. We will continue to put in order the archives in the library (from 1999 to 2007) that have been created before the implementation of the Regulations on Disclosure of Government Information but have not yet been transferred to the Central Archives, input the content of these archives into archive management system volume by volume, and scan the original documents, so that a systematic digital table of contents of the file level and the scanned copies of the original archives will be created in preparation for use in disclosure of the information about the historic archives. In reference to the results of cleaning up the normative documents by the Ministry of Civil Affairs in the past, we will gradually disclose the valid normative documents of the Ministry of Civil Affairs in the library and paly our role as the archive service unit in supporting information disclosure.
